What are the Nitro upload limits?

The same Discord support page lists 50 MB for Nitro Basic and up to 500 MB for Nitro. Both are available as presets in this tool.

Does this upload my video to Discord?

No. It creates and checks the MP4 locally. Uploading the finished file to a Discord channel is a separate action you take in Discord.

Why might a 20 MB video still need a smaller target?

The encoder targets below the published ceiling so bitrate variation and MP4 indexing cannot push the final file over 20 MB. The UI shows the measured result, not only an estimate.
